„Die Mobilität ist beim Menschen ganz tief drin.“

(Video/Text; german/english) T-Systems hat von der Asfinag einen Auftrag im Bereich IT-Services erhalten. Economy sprach mit Asfinag-Vorstand Klaus Schierhackl und T-Systems Geschäftsführer Franz Grohs über die Komplexität moderner IT-Lösungen, über schwierige Mauteintreibung mit fernen Ländern und über die Mobilität als Grundbedürfnis des Menschen.

Economy: T-Systems hat nun aktuell von der ASFINAG einen umfangreichen Auftrag im Rahmen eines neuen Mautverrechnungssystems erhalten. Welche Ansatzpunkte waren aus Ihrer Sicht für den Gewinn dieses Auftrags relevant?

Franz Grohs: Das müssen Sie eigentlich den Kunden fragen. Aus unserer Sicht ist es sicher die Kompetenz im Cloud-Umfeld, die Sicherheit die wir hier bieten können mit unserem Rechenzentrum in Österreich.
Das war einer der Grundvoraussetzungen in der Ausschreibung, Leistungserbringung aus Österreich durch österreichische Kräfte.

Klaus Schierhackl: Unser Mautsystem ist etabliert mit 1.1.2004. Es war von Anfang an klar, dass es im Vertrag eine 10 jährige Laufzeit gibt und eine maximale Verlängerungsoption von fünf Jahren.
Nachdem wir auch beim Mautsystem frühzeitig beginnen, haben wir uns auch da einen Puffer für ein Jahr gelassen, haben dann das zentrale IT-System ausgeschreiben was in der Vergangenheit von Raiffeisen-IT betrieben wurde und was jetzt T-Systems gewonnen hat.
Uns hat das dann final gefreut, weil T-Systems auch in Deutschland ein Mautsystem hat und in Belgien Mauterfahrung sammelt.
Die wesentlichen Parameter bei uns sind Termintreue und den vereinbarten Projektplänen zu folgen, dazu eine gute und transparente Schnittstelle zum Lieferanten der Maut-Technik.
Man kann sich das einfach so vorstellen: Die Mauttechnik generiert eine Transaktion und die Umsetzung in einen kaufmännischen Datensatz macht dann T-Systems. Dabei gibt es einen wesentlichen Parameter und das ist der Datenschutz.
Nachdem das alles firmenbezogene Daten sind und dann abgerechnet wird über die einzelnen Kreditkarten, Tankkarte, Serviceprovider, die gerade im Entstehen sind, ist es sehr heikel, dass diese IT dann auch von der Vetraulichkeit her und vom Datenschutz her einen sehr hohen Level genießt.

Grohs: Wir übernehmen hier die Applikation so wie sie vom Kunden in den letzten Jahren designt wurde und dazu die zukünftigen Anforderungen, die wir im Zuge von Application Management implementieren. Der Kunde wünscht und wir spielen.

Schierhackl: Die Lösung ist eine Outsourcing-Lösung. Man muss dazu sagen, es war nie ingesourct, daher haben wir es auch nicht outsourcen müssen.
Es war immer so ausgeschrieben, dass es von außen gemacht wird. Es ist in der Komplexität, es ist gespiegelt, hat eine Mächtigkeit, dass wir das intern als Asfinag nie aufbauen wollten.
Es war auch gut so weil es sich bewährt hat und der Markt, wie man auch jetzt wieder gesehen hat, zu einem guten und fairen Preis geführt hat.
Für uns ist das was in einem großen Rechenzentrum gespeichert wird immer auch sicherer und die vorhin erwähnte Sicherheit wie Ausfallssicherheit und Datensicherheit stehen ganz, ganz oben und daher eher im Sinne einer Rechenzentrumslösung.

Ein weiterer Bestandteil des Auftrages ist Betrieb und laufende Servicierung der 48 mobilen Kontroll-Einheiten (MKE-Systeme).

Schierhackl: Für uns ist die mobile Kontrolle ganz wichtig. Man kann zwar manche Länder schon auch postalisch erreichen wenn die Maut nicht bezahlt wird, aber es gibt nach wie vor Länder die im Schriftverkehr schwierig sind, dass dann wirklich Geld überwiesen wird wenn die Maut nicht bezahlt wird.
Deshalb diese mobilen Einheiten. Wir haben bei der LKW-Maut jetzt eine Situation mit ca. 60 Prozent ausländische Kennzeichen. In Summe verteilt sich die Verkehrsleistung in LKW-Kilometer auf 40 Prozent österreichische Kennzeichen und 60 Prozent ausländische Kennzeichen.
Und das ist bunt gestreut, bis Iran gibt es Kennzeichen. Man denkt sich, unglaublich wo diese Fahrzeuge herkommen, Russland soundso.
Und das sind dann diese mobilen Devices, die von den Mautaufsichts-Organen bedient werden und das ist das wirklich wichtige am Mautsystem, dass es nicht nur die 40 Prozent Inländer zahlen, sondern 100 Prozent die auf der Autobahn fahren müssen die Maut in gleicher Höhe entrichten und dann funktioniert’s.

Grohs: Die mobilen Kontrolleinheiten sind technologisch hochgerüstete Autos im österreichweiten Einsatz. Einerseits zählt die Technologie, dazu die permanente Verfügbarkeit und speziell auch die Anbindung an das Netzwerk sowie unsere flächendeckende Struktur, die wir auch anbieten können.

Hier sollen zukunftsträchtige Virtualisierung als auch Automatisierungstechnologien eingesetzt werden?

Grohs: Bei der Virtualisierung nehmen wir bereits seit vielen Jahren eine führende Rolle ein indem wir eine eigene Methodik entwickelt haben. Was das Cloud-Umfeld anlangt, sind wir sicher eines der führenden Unternehmen, sowohl technologisch als auch beim Preis.
Gleiches gilt für die Automatisierung, das wird zwar nicht unbedingt billiger aber bei weitem sicherer da Fehlermöglichkeiten durch Automatisierung ausgeschlossen werden.

Schierhackl: Wir hatten in der Vergangenheit Automaten. Dieses System kommt jetzt ganz weg, weil die Bedienung doch relativ komplex ist auf Grund der unterschiedlichen Schadstoffklassen, unterschiedliche Kategorien, unterschiedliche Formen der Bezahlung und immer mehr Boxen die auch international eingesetzt werden können.
Man muss dann pro Land die sogenannte Go-Box, das Zahlungsmittel wechseln pro Fahrzeug. Wir gehen daher einerseits weg von diesem Verkaufsautomaten, hin zu einer Vertriebsstelle die hoffentlich noch bedienungsfreundlicher wird. Daher neue Schnittstellen, neue Applikationen in diesem Bereich.

Grohs: Alles was im Endeffekt online verfügbar ist, muss auch mobil verfügbar sein und das auf mehreren Ebenen und total abgesichert. Daten sind hier doch im größeren Umfang unterwegs und müssen auch abgefragt werden können müssen.
Das betrifft die LKW-Maut wie auch zukunftsorientierte Applikationen. Hier wird sicher demnächst die elektronische Vignette kommen und dafür muss man auch schon vorbereitet sein.

Schierhackl: Für uns gibt es diese Teilung in stationär und mobile nicht mehr wirklich. Wir versuchen mit der ganzen Office-IT und mit Video-Conferencing unsere eigene Mobilität zurück zu nehmen um Reisezeiten zu sparen.
Und daher ist bei uns die Mobilität das „A und O“ und wir wissen auch, dass die Mobilität zukünftig noch stärker wird. Die Menschen werden immer mobil sein, mit unterschiedlichen Möglichkeiten, mit unterschiedlichsten Einrichtungen.

„Mobility is very deep within human beings“

T-Systems has recently received an extensive order from Asfinag for new IT-Services. Economy talked to Klaus Schierhackl, board-executive Asfinag and to Franz Grohs, Managing Director T-Systems Austria about the complexity of modern IT-Solutions, about the difficulties to get toll-costs from far away countries and about mobility as a very deep factor within human beings.

Economy: T-Systems has recently received an new order from ASFINAG as part of a new toll charging system. In your opinion, which starting points were relevant to winning this contract?

Franz Grohs: You should better ask our client. From our point of view, it is definitely the competence in the Cloud environment, and the security that we can offer with our data centre here in Austria.
That was one of the basic prerequisites of the tender, the provision of services in Austria by Austrian employees.

Klaus Schierhackl: Our toll system is established with 1.1.2004. It was clear from the beginning that there is a ten-year term in the contract and a maximum extension option of five years.
After we also start early on the toll system, we left a buffer for one year and then we started the public-offering of the order for the new providing of our IT-System and now T-Systems has won that.
We were delighted to see the final result, because T-Systems provides a toll system in Germany and collects experience in Belgium.
The key parameters for us are to follow the schedule and the agreed project plans as well as a good and transparent interface to the supplier of the toll technology.
You can image that very simple: The toll technology generates a transaction and the implementation into a commercial data set then makes T-Systems. Included is an essential parameter and this is the data-protection.
After all this are company-related datas and which are billed over individual credit cards, fuel-cards or service-providers that are just founded therefore, it is very, very delicate that this IT also enjoys a very high level of confidentiality and data-protection.

Grohs: We will adopt the application as designed by the customer in recent years and we will implement future requirements as part of the Applications Management. The customer says what he wants and we play.

Schierhackl: The solution is an outsourcing solution. You have to say, it was never ingested, so we did not have to outsource it. The public-offering always includes an external solution.
It is in such a complexity, it is mirrored, has a might that we never wanted to build that internally as Asfinag. It was also good because it has proven itself and the market, as we have seen again, has led to a good and fair price.
For us, what is stored in a large data center, is always also safer and the previously mentioned security such as failure security and data security are completely at the top and therefore rather in the sense of an external IT-center solution.

A further component of the contract is the operation and ongoing servicing of the 48 mobile control units (MKE systems)?

Schierhackl: For us this mobile control is very important. Although some countries can be reached by postal even if the toll is not paid, but there are still countries where it is very difficult to reach for correspondation to pay finally if the toll was not payed before.
Therefore we need those mobile units. We have now a situation with about 60 percent in foreign license-plates in the truck toll. At a summary the traffic performance in truck kilometers are 40 percent Austrian license-plates and 60 percent foreign license-plates.
And that is multi-colored, until Iran it gives license-plates. One thinks, incredible where these vehicles come from, fore sure also Russia. And in this case we need these mobile devices, which are operated by the toll authorities.
That is the important thing at the toll-system, it is not only the 40 percent of Austrians who hav to pay, all the 100 percent which are driving at our highways have to pay the same toll and so it works fine.

Grohs: The mobile control units are cars that are equipped with the latest technology, and in use throughout Austria. In addition to the technology, they are permanently available and connected to the network as well as our nationwide structure which we also can offer.

There will be used future-oriented virtualisation and automation-technologies?

Grohs: We have been taking a leading role in virtualisation for a number of years by developing our own methodology. With regard to our Cloud environment, we are definitely one of the leading companies and that for both, technologically and according to the pricing.
The same applies to automation, necessarily this is not cheaper but it is much safer, because the possibility of error is excluded.

Schierhackl: We had vending machines in the past. This system is now completely removed because the operation is relatively complex, because of different pollutant classes, different categories, different forms of payment and more and more boxes that can be used internationally.
The so-called go-box for the payment-transfer has to be changed per country and per vehicle. Therefore we are going away from this vending machine to a distribution center which will hopefully become even more user-friendly and for this reason new interfaces, new applications in this area.

Grohs: Everything that is available online should be available via a mobile platform, on several levels and totally secured. High data transmission should be possible all along with a query service.
That applies to tolls as well as future-oriented applications. The electronic vignette will be here soon and we have to be prepared when it happens.

Schierhackl: For us, this separation into stationary and mobile is not longer true. We try to take our own mobility with our office IT and videoconferencing back to save travel time.
And so mobility is a prime topic for uns, we also know that mobility will be even stronger in the future. The human are and become always mobil, with different possibilites, in different ways.
The mobility is very deep within human beings.
